"Is there a reason that evolved Pokemon cannot be shiny?"

#PokemonGO: Unless under special circumstances, such as the raid event for the starters where you can get shiny 2nd and 3rd stage evolutions, and currently, where you can catch a shiny hat Raticate or Wobbufett, you cannot encounter a shiny Pokemon unless it is in its base form. Anyone else feel like this should change at this point?
