"The "Recommended" algorithm is recommending rock types against Azelf, why?"

#PokemonGO: I'm primarily using Giratina Origins but when I relobby, it has Tyranitars in my recommended list, but not the ones with dark moves, it recommends the ones with rock moves.A number of people in my group use the recommended ones, and I noticed that they were using Golems, Rhydons and other rock types. This was in sunny weather too, so they weren't even weather boosted.Can't figure out what is going on with the algorithm that would make it pick rock types.
