"Event Pokémon are useless"

#PokemonGO: Well i caught a Perfect Togepi For PVP the problem its an event pokemon and i cant evolve. Togepi its really rare for me, only caught the togetic once 2017. So now im stuck with a Pokémon i Will never use, i ask just why do they put event Pokémon not evolving? Clone Pokémon i Understand the other ones its just niantic slacking off. They should make event Pokémon evolve they dont have to programe flowers or hats on the evolution but just let them evolve...
