"Why does Pokken have such a small player base?"

After years of Pokemon doing the RPG formula it's always done, you'd think that a spin off that allows your favorite Pokemon to duke it in an arena. However, you don't hear the community speak of it, it barely if at all has a competetive scene (or any scene of that matter), but why?
