So, one of the many seemingly nonsensible parts of Pokemon is how Water is weak to Electric, since water conducts electricity, while steel conducts electricity far better, but Steel is not weak to Electric. I think the reasoning behind it is actually that many Water-type Pokemon are water dwelling creatures, not made of water, so if the water around them has electricity passing through, it could damage them a lot.
