Steven fits better as a friendly former champion. In Emerald, he was unique in that he wasn't the champion anymore. Usually the friendly recurring adult is the champion, but Steven wasn't. You barely even meet the champion prior to fighting him.Wallace also works better when he's a gym leader who elevated into champion.
