"Are incenses and lures really useless, or am I doing something wrong?"

#PokemonGO: I thought incense had been working, till I discovered the pokemons that spawned on my account where I used the incense, were same as the ones that spawned in my cousin's account where incense was not used. We stay in the same area and could interact easily to find that out. So I had to conclude incense was completely useless, as of now.Then, I headed to a nearby pokestop, where I usually find Pokémon at other times, and placed a lure there. I just noticed that for the whole duration I stayed at the pokestop, I hadn't been able to catch even one Pokémon. I was very much surprised because I always hear lures are better than incenses.
