"The Gible Dilemma"

#PokemonGO: So now with the Gible shiny released, and an almost simultaneous buff to Earthquake, is it worth waiting to evolve our good IV Gibles? I mean I know this is obviously speculative, but for instance I have a 98% lucky Gible I have been holding onto for months now. Would you evolve it and power it up for Heatran?
