"Pokemon with hats/costumes should be able to evolve"

#PokemonGO: The title is self explanatory.Its as simple as sticking a hat on two more models in most cases.Un-evolved pokemon have extremely limited use outside of being cute trophies.Lets take my shiny bowl hat Shinx for example. I might be able to effectively use it if I were to evolve it, and I would love to show it off to the world as my buddy - but it has no potential outside of just looking cute. I find it very hard to justify walking with something solely for aesthetic purposes nowadays - especially with the inclusion of XL candies.In the beginning, they seemed to allow costume/hat pokemon to evolve.
