"Why doesn't GameFreak get Voice Actors?"

Is it a time issue? Funding issue? Laziness? Game Freak just, being Game Freak? A lot of these scenes would be 100% better if there was voice acting, even if its not the main actors or anything. There seems to be some emotion in the main storyz but its not there cause, its basic microwave rotating and open mouth gaping expressions.Ive had a lot of fun with the game, more than ive had with others pre-lets go.
