"Explain The Legendary Pokemon Typings"

Now I don't know if this has already been discussed already, so tag me a link if there is already.But for the time being... My question is...What was the purpose or design concept for the Legendary Pokemon being Fire/ Electric/ IceThe Legendary Birds TypingThe Legendary Beasts Typing (Before changing Suicune to Water)The Tao Trios TypingWhen I was younger, I believed it had something to do with Plasma with the Fire and Electric being a formless mass that can still be seen.
