"New spawn points/times added but my area didn't change at all"

#PokemonGO: I live in a newer neighborhood that has ZERO spawns because it was built after Ingress came out. However, about 1km over there is the other side to the neighborhood that's somewhat old and has about 20 spawn points.I see some people received new spawn points all over, however no new spawn points have been added to my area at all and the other side of the neighborhood hasn't had any changes in where Pokemon spawn or what time they spawn. It's 100% the same as it has always been. Anyone have any ideas? Hoping I'll get the change later on but I highly doubt it.
