"What's your vaporeon counter?"

#PokemonGO: I used to use a victreebel, with razor leaf and solar beam. However, even with being a hard counter to water types, I am finding it just isn't doing that well - razor leaf is a slow attack, and dodging doesn't work.So mostly I have just been using Alakazam and Dragonite (and jolteon) rather than using what should be the optimal counter.I am considering whether Venusaur will do any better. It does have vine whip, which is a much better attacking move IMO.... But it still only has 2500 max CP.So I thought I'd ask.
