"Pokestops that never have spawns."

#PokemonGO: There is a train stop with two Pokestops where I can be waiting up to 15min. In the six months I've been playing no Pokemon have ever spawned there. 150 meters away there are two Pokestops that always spawn 6+ Pokemon. The train stop runs between west and east lanes of a freeway. At first glance this seems like it's on purpose because of it's location and Niantic figures people shouldn't be trying to catch Pokemon in traffic (screw the people waiting for train). However, almost 4km at the next train stop there is another Pokestop where again no Pokemon spawn. BUT... There is a Gym right next to the Pokestop.
