"Tauros sighting in Tampa!"

#PokemonGO: I was in Tampa at the Convention Center downtown today and saw multiple Tauros on the nearby. One even spawned while I was GPS drifting but I couldn't tap it in time.I've never seen one before, playing daily since launch, level 29. I was also under the impression that they never spawned below a certain latitude line, somewhere around Ocala. Can anyone else confirm a sighting or change?Edit: So...
