"The worst pokemon fight back the most?"

#PokemonGO: Am I the only one that's feeling like the "not likely to make much headway in battle"/the worst IV pokemon fight back the most when you try to capture them? Why is that? Usually I'm spending a huge amount of pokeballs to a terrible IV pokemon when the near perfect pokemon tend to stay in the couple first throws and don't even move when you try to capture them.
