"On evolution items and time of hour (what is going on here?)"

#PokemonGO: So, in multiple researches I saw that the chance to get an evolution item is around 0.14-0.15%, with uniform distribution per item (0.03%).Then I saw the thread mentioning getting evolution items always in the same time (or to be precise in the same minute of hour).Then I calculated the following:1 / 3600 (seconds in hour) = 0,000277777777778 (or 0.028%)5 (number of evo items) x 1 / 3600 = 0,001388888888889 (or 0.138%)What is going on here?
