"[Question] Why aren't fairy types used more often against dragonite?"

#PokemonGO: Ice types double weakness advantage against dragonites aside, fairy types should be more effective than other pokemons with dragon and rock move as counters (since they resist dragon moves, and get a stab on top of their fairy type moves as compared to the likes of gyra spamming dragon moves). So why aren't fairy types used as often? Is it really because the current fairy types in pokego aren't good at all?EDIT: I apologize for not making it clear in my post, so I decided to make an edit here. I do agree that Ice types are stronger than fairies as counters, it's just that I don't get why fairies are still less popular than non-ice type counters.
