"Why can't Mew learn every move?"

#PokemonGO: Mew's ability to learn any move was its entire shtick in the core games--why remove it? Imagine the challenge of going up against a Mew raid boss, knowing it could be armed with any two moves. Imagine the fun (and enjoyable frustration) of trying to TM an interesting/unexpected move set.Mew isn't meant as the be all and end all of fighters, but rather the most versatile.
