"Event spawns vs. water biomes"

#PokemonGO: It seems like the water biome and the electric biome spawns get prioritized over event spawns because they are special kinds of biomes. I guess those 2 are special because Electric and water biomes are usually small biomes within bigger biomes (http://ift.tt/2yFdtUJ <-- poorly made illustration).Does anyone have other theories or explanations?Would you like water biomes to spawn event mons as well? via /r/TheSilphRoad http://ift.tt/2yIYoUm
