"Mother of a child with Asperger's just got banned for "harassment""

#PokemonGO: TL;DR: A woman I have been raiding with since the start of raids was banned for trying to get a spoofer in our town banned.Since raiding began, one of the very first raids I ever went to I met a mother and her son, whose names I'll leave out for obvious reasons. She is currently level 39 and her son is level 40, since this is the best way to get him out of the house and to socialize with people, they play a lot. Since the initial interaction with them, a buddy of mine and I have become friends with her and her son, usually doing raids with them as much as we possibly can. During our time, we've continually run into the same person who isn't in our raid group, but always makes the raids (and he isn't there in person). After some time, we come to find out it was a person who was spoofing, just only spoofing locally to not get caught. Initially, we started doing private raids, since raids weren't as hard to take down we only usually needed a handful of people to do it, and our group could cover it. Since the release of legendaries, the required group sizes have gone up and our circle of usual raiders has expanded. We were a solid group of 5 players, which now is upwards of 15, so when it comes to doing the raids, one group is usually left open (since we try to make teams even for ball distribution). We've tried everything we could to get this person banned since he has even admitted to spoofing (and is proud of it) on our communities Facebook page. The news comes today that SHE has in fact been banned because this guy has been reporting her daily for harassment (with his 4 accounts he also brags about). How can the game seriously be like this? We have a group of at least 10 people reporting him anytime we see him in a raid lobby and not physically there (which I've never seen him in person) and yet she gets banned for harassment? What's the harassment in reporting somebody for CHEATING? The fact she now has to appeal all the work shes done and the progress she's made with her son socializing him far more than any time in his life is ludicrous to me. This needs to be seen, and I hope people will help making this issue more visible. He also thinks people follow him around when he’s not playing the game and is just driving to wherever and is paranoid about it.
