"Should level 1-2 raids use raid passes?"

#PokemonGO: In the present system, is there any reason you would ever do a level 1-2 raid outside of looking for a shiny magikarp? Maybe for a few people there was a new pokemon in it, I got Muk through a L2 raid, but even then at most you would do it once. The pokemon you can get in these raids are largely meaningless for play purposes and the ones you can use for evolutions next, and are easier to get that way than through raids. Maybe you can make a case that L2 Exeggutor has some value, but even that is minimal, and you'd be better off evolving one you catch in the wild that isn't level 20 more times than not. The reward cycle for a L1/L2 raid is also more or less junk. There is nothing that's overly worth chasing here, your odds at TMs or Candy are very small for these raids, so people won't stack rewards by doing a bunch of these raids either (relative to the time it takes to find them in do them at any rate). It would, however, add something to the game if you could at least have a shot at some of these rewards as a solo player without sacrificing your one chance to do a L5 raid each day. It would give people something else fun to do in the game IMO, and non powerful players might enjoy the challenge of soloing some of these raids. I'm not sure how many of these raids I would do if they were free, probably not too many, but I know I'd at least do some which is more than I can imagine most people would bother with.  To some degree, I could argue the same with L3 raids, but I do think Alakazam, Gengar, and MaChamp are all difficult enough to get and provide enough utility that making them easily obtainable many times a day might not be good balance. edit to add--Maybe they don't need to be free, but maybe there can be raid passes just for lower level raids that you can get 1-2 a day separate from other raid passes.
