"Is Pheromosa really a Pokemon?"

Obviously for all intents and purposes within the game Pheromosa is a Pokemon. However in Ultra Moon we get a glimpse into its world, where you can see houses that the Pheromosa live in. This implies that the Pheromosa have some sort of society, unlike any of the other Ultra Spaces . Does this mean what we are catching is not actually a Pokemon, but some sort of fully sentient race on the same level as humans?
