"Alright, where did all the poliwag go?"

#PokemonGO: I started late august, so for the 3 months I played before the climate change I have seen 99 poliwags and caught 92, I never saw a single one after the climate update, where the hell did they go? This wasn't suposed to be a big deal bug i'm sitting with a 98% poliwhril since a bit before the climate update with 92 candies and could not evolve him since ( I really don't want to spend rare candies on a frog ). I like to use a my level 31 poliwrath with C/DP but he is 48% with 15 atack, so I really want to let him retire.So is there anyone here that used to spawn alot of poliwags and still spawn now?
