"Is there any way to make the other 95% of pokemon usable?"

#PokemonGO: Obviously, pokemon is notorious for being horrendous for balance, but it's a damn shame that this game always seems to take the worst aspects from the handheld. I'm not saying every pokemon should be equal Uber, but it'd be nice if 95% of my storage wasn't useless. I love dodrio, I really do, but the fact is he has absolutely no use as an attacker or defender. This issue is only going to get worse with time as more and more pokemon and legendaries get released.
