"Hardest starters for each generation?"

I've heard a lot of people say for instance that Charmander is the hardest Gen 1 starter because he's weak to the first 2 gyms. On the flipside, Bulbasaur is considered easy mode for evolving earlier and having an advantage against the first 2 gyms.
