"Why are Plusle/Minun still together? Why haven’t Zangoose/Seviper switched places again?"

#PokemonGO: Plusle and Minun were originally regionals, and then during an event Niantic brought them together. It seemed like a temporary event related thing at the time, and yet weeks later they haven’t gone back. Zangoose and Seviper were clearly regionals when gen 3 launches. Then they swapped after a month. Several, several months later they never swapped back. Is there some sort of plan here that I’m not understanding?
