"[IDEA] Implementing legendaries in gyms"

#PokemonGO: I know a lot of people would like to be able to show legendaries in gyms, but I think Niantic is hessitant because legendaries would take over the gym meta. However, what if only the first person who takes over the gym is able to put a legendary in the gym.
