"Which Pokemon are considered to be truly rare?"

#PokemonGO: By "truly rare", it means Pokemon - across their entire evolution family - that are universally hard to obtain via catching, hatching and raiding, regardless of biome, weather etc. Nests are excluded - some don't even have nests - as are research task rewards nor community days which aren't permanent.Examples will include Chansey, Snorlax, Dratini, Porygon, Lapras etc. Larvitar would probably be in this list if not for the recent spawn table shuffle that increased its spawn rate manifold.Basically, Pokemon so rare that, if spotted on those old map sites before they broke, will always attract large crowds just to catch it, you know?
