"At what total CP does a gym become 'tall' (i.e. tower extends up)?"
#PokemonGO: I can't seem to figure out what the determines when the CP of a gym causes it to become tall versus short. Sometimes it happens when 3 typically high CP defenders are slotted in, but sometimes it takes more. Is there an actual value, like say above 4000 CP?
