"Powering up non-legacy Gengar?"

#PokemonGO: I've only got one Gengar, but heaps of candy to evolve more (including a 100% Haunter). I'm holding off evolving anymore, particularly the 100% in the hope Shadow Claw returns.As I've already got the 1 Gengar (15/13/13 - 91%) with Hex and Shadow Ball, is it worth powering him up to Level 30? He will be of use, along with dark Ttar in many Gen 4 Legendary Raids and the impending CP/HP changes should benefit him as he is already a glass cannon, so shouldn't be much risk there. Only powering to Level 30 as I've only been playing 3 months so my emphasis is powering as many meta relevant pokemon as I can to Level 30 before I worry about maxing any out.Worth it for just the one Gengar?
