"OSM: does the tag "sidewalk=both" make Pokémon spawn in a residential street where nothing currently spawns?"

#PokemonGO: For some reasons the street where my girlfriend lives doesn't spawn a single pokémon. I checked OSM and I didn't see anything weird, just the highway=residential tag.I was wondering if adding the sidewakl=both tag could make pokémon start to spawn.What else should I check?
