"Lack of Community Day (Weekend) Shinies?"

#PokemonGO: I know that rates are different for everyone and Niantic technically didn't make a big deal about shinies, but is anyone else not seeing a change in shiny rate? I've been out for nearly two hours clicking on every single Charmander, Bulbasaur, Dratini, Pikachu, and Mareep I have seen and I haven't encountered a single shiny yet. On other community days, I find about 10-15 shinies during the three-hour window.
