"All Pokemon apart from legendaries should be available in the wild. Agree or disagree?"

#PokemonGO: I believe that all Pokemon apart from legendaries should be available in the wild and I don't understand why it is not this way. The core aspect of this game is walking and explorerimg and finding Pokemon. So I cannot understand why they arent all able to be found in the wild. From a gameplay perspective it makes no sense to me to keep adding Pokemon that are exclusive to raids or eggs when Pokemon are supposed to be do I d in the wild.
