"Fully evolved forms in the wild"

#PokemonGO: Can anyone explain why we don't have more fully evolved forms in the wild? During the previous events seeing wild golduck, lopunny and dugtrio actually made me excited to run from stop to stop. I understand the game is about getting enough of the lesser forms so you can evolve your own, but in terms of the long game / endgame why don't we see more fully evolved forms? Is there a way to raise the spawn rates (even just slightly) for level 40 trainers? I just don't see how whismur, rattata, weedle and barboach can be engaging for people who play daily. via /r/pokemongo http://bit.ly/2WkVNc8
