"Pokemon keep despawning when tapped."

#PokemonGO: I'm not sure why and I haven't heard other people having this problem, but since the easter event went away, whenever I tap on a possible shiny pokemon it just disappears with the error "could not find pokemon". On the off chance that I can tap on it and have it start the encounter, when I hit it with a ball it errors out and says "could not use this item at this time". This only happens with potential shinies. If it cant be a shiny, then i can catch it no problem. I haven't ever spoofed or done anything like that so if it's a soft ban, I don't know how I got it.
