"Cannot battle another trainer"

#PokemonGO: Another trainer and I are best friends, sitting next to each other and we cannot battle. I go through the process, click their avatar, select battle, master league, select my team, click done, get the loading screen showing name vs name, and they never get the request.We have tried this a dozen times now. Both of us have attempted to start the battle. We have tried on wifi and on cell signal.
