"Return / Return + Smack Down Tyranitar"

#PokemonGO: Hey guys !If I'm not mistaken, it's possible to get low level purified Pokemon if you have a little account.With this logic I think about that : Is this possible to get a Purified Tyranitar with Return ? (which means a lvl 14 purified Tyranitar). If yes, is this possible to get Smack Down + Return if I evolve a Pupitar during CD of December ?We all know it doesn't work for charged moves but what about quick ones ?
