"Any Pokemon at anytime"

#PokemonGO: I miss the days where you could encounter any pokemon at anytime. There was something amazing about seeing a wild Dragonite, Blastoise, or even something simple like an Ivysaur. I feel that this is something that Niantic should bring back. Like have a "common" spawn tier, a "rare" spawm tier, and an "epic" spawn tier or something of that nature. I enjoy the "sessional" stuff but I couldn't tell you the last time I saw a wild Pikachu that didn't have a dumb hat on. Like obviously you shouldn't be encountering random legendaries (what ever happened to the Lake guardians).
