"8th gym leader in each game is strongest story wise??"

It is known that all gym leaders are equally strong and they balance their teams based on the amount of badges u have, and have different levels for different conditions. However, after a while I've come to realise the 8th gym of each region is almost always the strongest even in game story wise. For example: 1. Giovanni is a pretty strong trainer being a team bossClair is said to be on elite 4 level of skill and Lance is the only one who could beat herBlue was a former championWallace is Champion level since in Emerald he becomes one( and in the manga seems he was the real champion but chose to stay as gym leader to be close to Winona or someshit). Juan being Wallace's mentor is also equally as capable.Volkner is stated to be equally as strong as flint(they were childhood rivals??) And constantly says he will challenge the League.Idk where Drayden is but he is said to be the Strongest gym leader in Unova, and Iris becomes champion too.Etc.What do u guys think?? via /r/pokemon https://ift.tt/3npfTiQ
