"Are catch rates with new pokemon bugged or just terrible?"

#PokemonGO: Why the hell are the new pokemon all so hard to catch? I understand the starters having low catch rate but bunnelby and fletchling are stupidly hard to catch to the point that I just won’t bother. And now they release vanillite, a fairly common event pokemon THAT HAS A RED CATCH CIRCLE AT 10 CP! I have used absolutely all my great and ultra balls, as well as golden raspberries, just to be catch them and even then I’ve had multiple run after consuming 10+ ultra balls. It’s absurdly hard and sucks the fun out of the game.
