What exactly do you think is the problem with Johto's leveling system? If you don't know what I mean I'll give you an example. In soulsilver Falkners highest level pokemon is a level 13 Pidgeotto and bugsy's highest level pokemon is level 17. Put between those two gyms the highest level pokemon you face is a level 15 magikarp. That means you're stucking grinding against trainers to get your team caught up.
