"What makes a good Pokémon villain?"

I had started making my own fan game of sorts and keep getting stuck with a flat/simple villain that plays out “people dumb, Pokémon strong. Take over the world”. Since I didn’t really play too many of the games, nor do I want to copy something that’s already been done, I have to ask what makes a good villain in Pokémon?
