"Nearby Tracker Priority - I don't get the criterias. Does anyone?"

#PokemonGO: Hello fellow travelers,there is an area near my work where I go for lunch. There are plenty of Pokéstops around. When checking the Nearby-Tracker I've noticed that it never seems to show any Pokémons that are near the closest Pokéstops.Prime example is shown in the two screenshots that are linked. (Hopefully, kinda new to posting on Reddit) Just in case here is the link as a backup http://ift.tt/2nEKSbd 3 Pokémon don't show up on the Nearby Tracker eventhough it is the closest stop. The Lapras actually just spawned in roughly 2-3 minutes earlier. So it can't be that it's close to despawn. Actually almost all sightings on the Nearby-Tracker are near stops that are farther away except for one. This is not a one-time occurence there. It seems as if there is a number of Pokéstops in that area that hardly ever show up on the Nearby List. I've never noticed anything similar in other areas.Can anyone shed some light why they didn't show up on the Nearby or has anyone experienced something similar? I understand that there is a certain limit of how many Pokémons per Pokéstops are shown. But beside that I always thought it will show the Pokéstops closest to me.EDIT New theory, Spawn Points might have to be assigned to a Pokéstop in order to show up on the Nearby List.
