1) The only status effects that change your catch rate in Gen II are sleep and frozen.2) Because of how the catch rate formula is set up, status effect is much more important than health for Pokemon with low catch rates (legendaries).Example: Ho-Oh/Lugia with 1 HP, paralysis, and Poke Ball gives you a 1.172% chance. Meanwhile, Ho-Oh/Lugia with full HP, sleep, and Poke Ball gives you a 4.688% chance (exactly 4 times). In fact, dropping its health from full HP all the way down to 1 HP barely improves your odds, only bringing it up to 5.078%.Here is a handy catch rate calculator.So the takeaway is don't worry too much about health and don't bother afflicting any non sleep/frozen status ailments on Ho-Oh/Lugia. Only real issue is Safeguard.Hope this helps at least one person playing through Gold/Silver on the 3DS.
