"Only 2 players got an EX Pass?"

#PokemonGO: I live in Italy, and EX Raid passes have been given out with absolutely no care. During the last EX Raid session, at Milan, there was one unsuccessful raid, since out of the 7 players who got the pass, only one was above level 35, while the others were around level 20, battling with Furrets and Quilavas. During today's session, two gyms in my town were selected for the EX Raid, but only 4 players (out of the 1000+ players in our community) got the pass (2 for each gym). Most of us have done several raids at each of the gyms, as they are next to our town's farming area, but still, no one else got the invitation.
