"So are the EX raids still in beta test phase, or in fully launched phase?"

#PokemonGO: Another wave of EX raid passes sent out, and hardly anyone in London got them. Based on the note from Niantic developers: "With the implementation of these features, we’ll be removing the field-test label and considering this the official launch of the EX Raid Battle feature.", are we actually in fully launched phase? If so, isn't this release rate massively lower than desired? The EX raid system is categorically the most hated feature in the game, and I assumed that it was just because it was in testing phase, but if we're in launched phase, is this it?/u/nianticgeorge please help us out here and just communicate to us whether we're still in beta or launch, because despite the removal of the field-test labels, there has been zero fanfare about the official launch of Mewtwo, why isn't there more hype for such an iconic Pokemon?
