Hell poliwrath 2x resists tyranitar which could count for a lot if resistancy mattered more.When the game 1st started lower level pokémon were used to bring up a gym's prestige to greater heights. So why not create a gym raiding system alongside tier 3-5 raids that reward trainers for using the less powerful through another kind of raiding? NPC raids for example. You battle a fully developed, neutral gym full of 6 unique pokémon with the same typing and earn the same bonuses that you would win from tier 3-5 raids. Gym would be accessible with raid passes. The ultimate reward would be you getting to catch one of your choosing (maybe even a past legendary?) IF you used less powerful pokémon.
