"[rant] Why aren't gifts guaranteed?"

#PokemonGO: When you spin a PokeStop, you have a chance of receiving a gift, if you have space. Why is this chance not 100%?We've had two events now (friendship event and this past regional event) where gifts were guaranteed, and regularly, I was sitting on 10 gifts because I had already sent a gift to every one of my 100+ in-game friends. This was great, I could increase friendship and get more best friends for potential lucky friends (that's a whole other rant).I saw this comment on The Silph Road, but Niantic literally put a quality of life improvement behind an event. Players want to interact with each other, and that's the whole point of this game right? Making people interact while playing?
