"Ex Raid Gym Tag - eligibility"

#PokemonGO: This excellent post 48 days ago summarised the changes that had been made updated infoAt that time it stated POI created since beginning August 2018 and 22 October 2019 were not eligible.The latest ex tag update on 25 th November saw some reports of new POI getting the tag.We have one new POI created after 22nd October, and then turned into a gym that on 25th got the extag.So clearly new POI are being created with all the necessary data in placeInterestingly we have a second gym that was created as a new POI on 8 March, turned into a gym a few weeks ago, and it has received an extag on the 25th. We have been planning, creating POI, and gyms locally for a year, taking potential ex raid criteria into account so have data about dates etc.It looks like the date has been pushed back from 22 October.Question have we had any discussion / research to try and establish a new date for how far back it now goes?Is it possible they are working backwards?
